Kamaishi City was severely affected by the Great East Japan Earthquake. Horaikan became an evacuation site soon after, and continues to support Kamaishi as it rebuilds.

Kurosaki-so National Lodging House

This three-story inn stands on top of the Kurosaki cliff, which is 150 meters above sea level. The large bathhouse with sauna (Helston Onsen) overlooks the Pacific Ocean.
